Assessing a baseline and program design for national cultural capability uplift across the Department of Employment and Workplace Relations
We were engaged to design and deliver a national Cultural Capability Assessment, Health Check, and Implementation Program to strengthen engagement with Aboriginal and Torres Strait Islander peoples and communities. The multi-phase program assessed capability across knowledge, attitudes, behaviours, systems and leadership, while also building capability throughout the engagement. A key feature was a triangulated Cultural Capability Health Check aligned to the APS Cultural Capability Framework, integrating survey responses from over 1000 staff, SES interviews, 360-degree feedback sessions, focus groups, artefact reviews and workforce data across the Knowing, Doing and Being domains. Outcomes were translated into a targeted Implementation Action Plan and program design that identified priorities and established a staged roadmap for embedding cultural capability across the Department.

Building culturally responsive governance and partnership models for the Australian Nurse-Family Partnership Program, Commonwealth Government and licensed partners
We redesigned the operating and partnership model for the Australian Nurse-Family Partnership Program, a national nurse-led home-visiting initiative supporting First Nations families. By embedding culturally informed governance, strengthening accountability, and clarifying roles across 14 program partners, we delivered a future-ready model that balances national consistency with local responsiveness. Our approach included comprehensive analysis of governance, risk, and resourcing, and the design of formal partnership arrangements that improve collaboration, oversight, and long-term program sustainability, ensuring better outcomes for First Nations families.
